Viksit Bharat Shiksha Bill 2025: Easy Student Guide

India has a big dream. The country wants to become a fully developed nation, known as Viksit Bharat, by the year 2047. Good education is key to making this dream come true. To help with that, the government has brought a new law to improve college and university education.

On December 15, 2025, Union Education Minister Dharmendra Pradhan introduced the Viksit Bharat Shiksha Adhishthan Bill, 2025 in the Lok Sabha. This bill is a major step. It follows the ideas from the National Education Policy (NEP) 2020. The NEP aims to make education simpler, better, and more modern.

The bill creates a new top body called Viksit Bharat Shiksha Adhishthan (VBSA). This is like the main guide for higher education. It has a chairperson and 12 members. The President of India appoints them.

Under this main body, three separate groups work:

  1. Regulatory Council (Viksit Bharat Shiksha Viniyaman Parishad) – This group makes rules and checks if colleges follow them. It keeps things fair but reduces extra paperwork.
  2. Accreditation Council (Viksit Bharat Shiksha Gunvatta Parishad) – This checks the quality of colleges. It gives grades based on real results, using technology to make it clear and honest.
  3. Standards Council (Viksit Bharat Shiksha Manak Parishad) – This sets basic rules for degrees and courses. It makes sure every program meets good standards.

A big change is that the bill ends the old laws for UGC (from 1956), AICTE (from 1987), and NCTE (from 1993). Now, one framework covers all higher education.

Other important points:

  • Colleges can apply online through one simple window. No need to run to many offices.
  • Good colleges get more freedom. They can start new courses quickly.
  • There are strict fines for breaking rules, from Rs 10 lakh to Rs 2 crore. This stops fake colleges.
  • Money for colleges still comes from the central and state governments. The new body does not handle funds.
